Using a community health worker model, we work with immigrant communities in Minnesota and with rural communities in East Africa. Our programs serve people across the lifespan including pregnant women, infants, children, youth, adults, and the elderly.
Lead WellShare International early childhood development programs in a rapidly evolving environment, working closely with many internal and external partners.

Position Summary
The Program Manager (PM) is responsible for overall management of WellShare International programs from design to implementation and evaluation. The PM meets high quality standards and performance in team management, grant writing, financial management, operations, monitoring and evaluation, reporting, community and partner relations, and grant writing. The PM ensures that program activities are in line with WellShares mission, vision, and values, and meets the needs of program participants with values of transparency and collaboration. Effective relationship building with donors, implementing partners and community members is critical for success. The PM collaborates with all members of WellShare staff, actively contributing to organizational management ensuring the organization achieves its strategic goals.
The Family Home Visiting Program uses a curriculum to implement long-term programming with families in the metro area. Experience with early childhood development, home visiting programs, social work, and/or program evaluation will be important skills for success in this position.
The classification of this position is dependent on renewable contracts and competitive grant applications.
REQUIRED QUALIFICATIONS
- 3 years minimum experience with non-profit program management and supervising a team of diverse employees
- 3 years minimum work experience in positions related to public health
- Excellent written and oral communication skills
- Experience designing, implementing, and evaluating community-based programming
DESIRED QUALIFICATIONS
- Masters Degree in Public Health, Social Work, or equivalent education and experience
- Experience working with refugee or immigrant communities, or experience working internationally with under-resourced communities
- 2 years experience implementing early childhood or intensive family home visiting curricula
- Experience in claims billing and financial management a plus
ESSENTIAL RESPONSIBILITIES
1. Program Management
a. Design, implement, monitor and evaluate community-based public health programs in collaboration with other WellShare team members, community constituents, donors and implementing partners.
- Design, develop, and implement work plans and timelines to achieve program goals/objectives
- Design program strategies, curricula or other best practice program tools necessary to achieve agreed upon results
- Adapt programming based on results of evaluation to support program and stakeholder goals in consultation with program staff
- Ensure all donor reporting requirements are met in a timely, accurate manner
- Monitor the day-to-day program and service delivery ensuring compliance with program standards and norms, and timely achievement of program objectives
- Maintain accurate and organized program records
- Track progress of planned program activities against proposed timelines
b. Develop, monitor, and manage program budgets; leading timely invoice and reporting efforts for each program and project

- Develop annual staffing and spending plans using WellShare procedures and tools to ensure effective fiscal planning and effective allocation of both costs and revenue across contracts/grants
- Monitor program spending with close attention to actual vs. budget financial management
- Adjust spending or amend the budget plan as needed to ensure end-of-contract and end-of-year financial goals are met.

d. Seek and lead responses to Requests for Proposals (RFP) developing and writing grant proposals for continuation of program funding and pursuit of new opportunities
2. People and Talent Management
a. Supervise and support diverse program staff, interns, consultants, and volunteers.
- Coach and mentor supervisees with the spirit of ongoing performance improvement and professional development
- Establish regular meetings to: provide regular feedback (including an annual performance review), assist in navigating challenges, and to provide assistance in achieving professional development goals
- Provide necessary technical, administrative, and professional development coaching and support in collaboration with other program management staff
- Able to hire, supervise, motivate and monitor a diverse team of associates
b. Develop and maintain a positive, healthy and safe work environment for all team members
c. Regularly assess and determine staff and volunteer needs for program delivery; recruiting staff with necessary competencies
d. Regularly participate on a Management Team to support the organizational mission and provide input on policy and programming that affect the entire agency
3. Community Engagement and Education
a. Establish, maintain, and strengthen strong working relationships with corresponding grant managers, partner agencies, community partners and other relevant stakeholders working toward shared program goals
b. Lead the creation of community-specific health education materials and curricula working closely with relevant diverse teams and partners
c.Ensure program responsiveness to community needs and strengths
- Strengthen and adapt programming based on results of robust community-based evaluation to support program and stakeholder goals and address community concerns and desires
d.Work collaboratively to plan and conduct health-related education activities and events in the community
- Plan large professional community events in collaboration with other staff
- Coordinate and provide support to developing culturally appropriate educational materials and presentations at events
e.Present opportunities to offer diverse professional audiences presentations about WellShares programming, including cultural competence related to health and Somali/Somali American communities
f.Participate in designing, implementing, and evaluating research efforts
- Collaborate with partner organizations and entities to carry out community-based qualitative and quantitative research with Somali and other immigrant and refugee communities
Assess challenging situations to identify causes, gather and process relevant information, generate possible solutions, make recommendations and take action in close partnership with supervisor and other relevant staff.
4. Communication
a. Meet regularly with the Director of Programs and program staff to discuss staff needs, concerns, challenges, and successes; practice regular transparency and accountability related to all of the above outlined areas
b. Use strong written and verbal communication to diverse audiences to communicate expectations, anticipated changes, programmatic updates, and other realities in a respectful and timely manner
c. Represent the organization at external community activities and events to enhance the organizations community profile
OTHER RESPONSIBILITIES
- Participate in overall agency strategic and operational planning, budgeting and other projects, as requested by the Executive Director.
- Stay current with the literature on health disparities, refugee and immigrant communities and health in Minnesota, the Community Health Worker field by participating in relevant working groups and agencies.
- Maintain certifications and licensures appropriate to the position.
- In consultation with the Director of Programs, pursue strategic new partnerships with refugee and immigrant health organizations, health plans, and other relevant agencies.

- Incumbent primarily works in an indoor office setting. Incumbent must be able to go outside in all MN weather conditions and varying temperatures to attend off-site meetings and events.
